Can a City Manager Be Fired by Initiative?

This is an interesting question.  It is clear that the voters in California can change their city charters and pass ordinances through the initiative process, but can they  fire a city official like a city manager through initiative, and would the initiative override a decision by the city council?  Do any of you have any opinions?

I think it should be tried and litigated if necessary.
